Mrs. Jean Hsieh Wagner founded Wagner Resources, Inc. (WRI) in June 2003 intent on raising the quality standards and setting an example of how business should be done in the government contracting industry.
Mrs. Wagner has over eleven years of professional experience in the areas of Contract Management, Negotiations and Administration for both the federal government and commercial clients. And it is through her years of experience outfitting small businesses with the tools necessary to adequately compete in government contracting that allows WRI to maintain its own well-built foundation on continued improvement of corporate operations while delivering quality and competitive service offerings to government and commercial clients alike.
WRI continues to foster and strengthen all business relationships through firm business ethics, continued professional development, and a general commitment to excellence in support to our clients/partners externally and employees/associates internally.
Mrs. Wagner hoped to provide her expertise in the field of Contracts to clients eager to obtain the same level of professional understanding in government contracting without the need to hire a full-time employee. And therefore, WRI began with one 1099 consultant, focused on supporting small to mid-sized commercial clients, providing their products and/or services to the federal/state/local government, interested in improving their business operations while realizing a significant cost savings through outsourcing.
Mrs. Wagner quickly realized that the future of WRI did not reside in limited Contracts consulting, but in the addition of skilled professionals as full-time WRI employees supporting multiple clients across all areas of business operations. This realization resulted in her decision to invest heavily, both personally and professionally, into managing a fully operational corporation by opening the doors to WRI Corporate Headquarters in February 2004. Located in Gaithersburg, MD, WRI Corporate Headquarters allows for convenient transportation accessibility to WRI employees and clients via the I-270 Technology Corridor.
Within six months of opening WRI Corporate Headquarters, and as WRI employees continued to support our commercial clients, certain members of government agencies voiced a similar need for Business Operations Improvement, Program Management, and Administration Support to WRI. And in response to this direct request for support, WRI took immediate action to modify its existing business plan to afford for two line of business - Government Contracting and Commercial Client Support.
Based on WRI's status as a women-owned and minority-owned corporation, the strength of the WRI Executive Management Team, and Mrs. Wagner's understanding of the procurement methods made available to government agencies she quickly applied for and obtained early admission into the US Small Business Administration 8(a) Program and the State of Maryland Minority Business Enterprise Program - programs developed to encourage and promote small businesses owned and managed by socially and economically disadvantaged individuals.
These very positive and aggressive actions placed WRI in a strong position to successfully earn award of a GSA Federal Support Schedule 874 to provide Management, Organizational & Business Improvement Services (MOBIS), GSA Information Technology Schedule 70, and STARS II Governmentwide Acquisition Contract (GWAC) through the largest government procurement agency in the United States.
The Continued Growth
As a result of the decision to build the diverse, but stable foundation, WRI received its first government contract award with the Department of Labor in May 2004, quickly followed by two more government contract awards with the same organization.
As of July 2011, WRI's boasts an employee growth and retention from two individual consultants to twenty-nine full-time employees, which is consistent with the objectives of controlled growth in order to maintain a positive work environment within our specific lines of business and expertise. And as the WRI Family continues to grow, we appreciate those vital contributions made by our current employees and welcome all employees to join in our success.
